
Christians Against Poverty (CAP) welcomes the Scottish Government’s proposed Mental Health Moratorium but urges improvements to ensure it effectively supports those in crisis. CAP highlights concerns that current eligibility criteria may exclude individuals due to long NHS waiting times and administrative barriers. We advocate for a more inclusive approach, using a structured evidence form to simplify access. CAP also calls for stronger protections against eviction, disconnection, and new debts incurred during the moratorium. We stress the need for creditor accountability and safeguards to prevent early cancellations that could harm recovery. Above all, we urge the Government to prioritise people’s mental health over creditor interests, ensuring that the scheme provides meaningful, accessible support.
