CAP has submitted to the 2026 Autumn Budget portal.
CAP is calling for action on five key areas to strengthen protections for people on low incomes:
- Enforcement: Give the Enforcement Conduct Board (ECB) statutory footing to ensure fair treatment and protection for people subject to enforcement action.
- Universal Credit: Remove the five-week wait for Universal Credit to prevent people from falling into financial hardship at the start of their claim.
- Benefit adequacy: Remove the benefit cap, or at minimum uprate it, to ensure support keeps pace with the cost of living.
- Utility costs: Establish a mandated single national social tariff for energy and water to protect low-income households from unaffordable bills and utility arrears.
- Affordable credit: Amend the Financial Services & Markets Bill to strengthen consumer protections and expand access to affordable community credit.
