Low income winter heating assistance in Scotland

The Scottish Government has set out plans for a Low Income Winter Heating Assistance scheme, which will provide financial assistance to low income households to help with winter heating costs. This will replace the UK-wide Cold Weather Payment scheme from winter 2022. In our response, CAP has applauded this approach, as this reform should help to reach more people who need the financial support it offers. We have highlighted, however, that the method of delivery (a single annual payment) might not work for all families and that more thought should be applied to this. We are also asking for regular reviews of the payment, considering the big changes we have seen in energy bills over the last few months. Read our full response below.
